Statistical Inspection Recommendation
A corrosion rate is usually one number: the worst reading anyone has taken on the circuit, carried forward. Every inspection date downstream inherits that pessimism, and none of them record how confident the number was to begin with. STAINS treats the rate as a distribution instead — inferred from the component's own thickness history, and updated as new readings arrive.

Inference per component
Fits a corrosion-rate distribution to each component from its own measurement history, rather than applying one circuit-wide worst case to equipment that has never behaved alike.

Updated by evidence
Each inspection updates the posterior. The estimate tightens as readings accumulate, and a single anomalous measurement moves it in proportion to how much data already stands behind it — instead of resetting the rate outright, which is what a max-of-readings approach does.

A date, with an interval
The recommended inspection date is drawn from the posterior and arrives with the interval around it. The margin being carried becomes a number on the page rather than a factor applied somewhere upstream and forgotten.

Thin evidence, stated
A component with three consistent readings and one with a decade of scatter should not be given the same confidence. Where the history cannot support a recommendation, STAINS says so rather than returning a date that looks equally authoritative.
